In 1983, the California legislature passed a major school reform act, the Senate Bill 813, to improve services offered to public school students.  In 1984, the California Department of Education granted funds to organize an administrator training center that is now the California School Leadership Academy. Twelve county offices of education host the CSLA School Leadership Centers (SLC's).

The San Joaquin Valley School Leadership Center is one of 12 centers throughout the State of California whose mission is to help school leaders, administrators and teachers strengthen their instructional leadership skills and strategies in order to improve student learning in California.

The Madera County Office of Education serves as the LEA for the 9 county region served by the SLC including Kings, Tulare, Fresno, Madera, Merced, Mariposa, Stanislaus, San Joaquin and Tuolumne counties. Policy is set by a Board of Directors composed of each of the County Superintendents, a district superintendent from each county, a representative from each of the major institutions of higher education in the region, and the director. The Madera County Superintendent of Schools serves as the Chairperson of the Board.

The School Leadership Center conducts three major programs in the region:

These programs are committed to producing evidence of Seven Performance Indicators of Success in participants.
