MEMORANDUM OF UNDERSTANDING
between
THE DELEGATION OF THE GOVERNMENT
OF THE STATE OF PALESTINE
and
THE DELEGATION OF THE GOVERNMENT
OF THE SOCIALIST REPUBLIC OF VIETNAM
In order to strengthen the friendship relations and develop the economic and trade relations between the State of Palestine and the Socialist Republic of Vietnam, the delegation of the State of Palestine headed by H.E Mr. Samih H A Karaka, Deputy Minister of Ministry of Planning and International Cooperation paid visit to Vietnam from 20th to 25th May, 2000.
The delegation of the Socialist Republic of Vietnam was led by H.E. Mr. Do Nhu Dinh, Deputy Minister of Trade.
The members of the two delegations are listed in annex I and II attached herewith.
During the visit, H.E. Mr. Samih H A Karakra was received by H.E. Mr. Nguyen Manh Cam, Deputy Prime Minister of the Socialist Republic of Vietnam and H.E. Mr. Vu Khoan, Minister of Trade of the Socialist Republic of Vietnam.
H.E. Mr. Samih H A Karakra also had meetings with H.E. Mr Nguyen Van Nganh, Deputy Minister of Foreign Affairs, H.E. Mr. Le Huy Con, Deputy Minister of Industry and H.E.Mr. Nguyen Thien Luan, Deputy Minister of Agriculture and Rural Development of Vietnam.
Being desirous of developing the friendship relations between the two countries in all fields, the two delegations discussed and agreed on the followings:
1. Establishment of Vietnam - Palestine Joint Committee:
In accordance with Article 9 of the Trade Agreement signed on 18th November, 1994 between the Socialist Republic of Vietnam and the State of Palestine, the two sides agreed to fulfil all requied procedures to form the Vietnam - Palestine Joint Committee at the soonest.
2. Foreign affairs and Education:
The two sides expressed their satisfaction with the fine developments of the traditional friendship relations and cooperation between the two countries, especially, the most recently official visits paid by H.E. President of the State of Palestine Yasser Arafat to Vietnam in 1999.
The two sides expressed their satisfaction with the cooperation between the two countries in the field of foreign affairs and the coordination between the two sides at the international organizations and forums.
The Vietnamese and the Palestinian sides agreed to exchange programmes for training and scholarship in both countries.
The Palestinian side requested assistance from Vietnamese side in providing scholarship for Palestinian students studying at the Agricultural University of Vietnam.
3. Trade:
The two sides considered it be necessary to further promote trade exchanges and economic cooperation between the two countries.
The two sides expressed their readiness to consider favourably to import the products of each side through their business companies when requirements arise, e.g: rice, coffee, tea, spices and other aglicultural and marine products, shoes, ready-made garments, apparel, leather, semi-finished bamboo products and others.
The two sides agreed to encourage and facilitate business companies and investors of the two countries to make visits to either country to explore opportunities for doing business.
The two sides agreed to cooperate in the exchange of information on the business and economic development of each country, reviewing cooperation fields of the concerned sectors(branches) between the two countries.
4. Agriculture:
The two sides agreed to promote exchange of scientific visits and technical information and research publications on agriculture and encourage the establishment of joint-ventures in greenhouses and fruits between the respective institutions.
5. Industry Construction and Investment:
The Vietnamese side agreed to cooperate with Palestine in the field of industry and construction, especially in the fields of infrastructure construction and industrial estates development.
The Palestinian side agreed to consider the importation of industrial products of Vietnam.
The two sides agreed to promote cooperation in the field of information technology.
The Vietnamese side shown interest to use the privilege available in the Palestinian industrial estates.
Done and signed in Hanoi on the 24th of May, 2000 in two original copies in English language, which are equally authentic .
