ADMINISTRATIVE REMARKS

1. NCTSI OFFICES. The U.S. Navy Center for Tactical Systems Interoperability is located in the southwest corner of Building 24. The Commanding Officer of NCTSI is Captain Ian P. Fetterman.

2. FCTCPAC BASE SECURITY AND TRAFFIC CONTROL

a. Badging and Security is located in the Pass and Decal Office, Building 61, by the main gate. Visitor passes have an encoded magnetic strip to allow access to Building 24 through turnstiles.

b. The 15-mph speed limit is strictly enforced and Tickets are routinely issued. FCTCPAC traffic control monitors vehicle speed by radar.

c. All vehicles within the compound are subject to search.

3. CLEARANCES/BADGES

a. NCTSI forwards a copy of every security clearance received to FCTCPAC; therefore, clearances should be sent only to NCTSI. Clearances must include social security numbers and authority to access NATO classified material. Handcarried clearances are not acceptable. Mail or fax clearances to NCTSI at the address below.

b. Upon arrival, FCTCPAC Pass & Decal will issue a FCTCPAC security badge which must be worn while on the compound and must be returned upon expiration. Badges may be returned directly to the Pass and Decal Office or to badge return boxes posted at each enclave exit.

c. Badges not returned in a timely manner will be aggressively pursued. Failure to return a badge could result in delay or denial of future access.

d. FCTCPAC security ID badges shall not be worn or displayed openly outside of the FCTCPAC compound. Failure to provide adequate protection to the FCTCPAC security ID badge or failure to report a missing badge could result in disciplinary or administrative action.

4. CLASSIFIED BRIEFINGS, DISCUSSIONS, OR MATERIALS.  For each session, caution is warranted to consider specific clearance levels of the audience. Some foreign/allied attendees may not have a clearance above the Confidential level. Questions on clearance levels of the audience should be addressed to the chair prior to your brief. To store classified material during lunch or at the end of the day, contact NCTSI personnel at the meeting. After the meeting, if requested, NCTSI Admin will mail classified materials back to you. Print your complete command mailing address and code on the brown envelopes provided. Hand carrying of classified material must be in accordance with SECNAVINST 5510.36.

5. TELEPHONES

a. Incoming Calls and Messages. NCTSI Admin receives incoming calls at DSN 553-7304 or commercial (619) 553-7304. Attendees expecting messages can check with Admin during breaks. NCTSI unclassified fax number is DSN 553-9366 or commercial (619) 553-9366.

b. Outgoing Calls. To place an outgoing call you must use a government phone from within NCTSI or use the public pay phones. If using a NCTSI phone for a local call, dial "9", then dial the commercial number. DSN calls may be made by dialing "80",listening for a dial tone, then dialing the DSN number. Personal long distance calls on NCTSI phones are not authorized.

6. PARKING. Spaces marked "Carpool" require at least two occupants and a pass from the gate guard. Do not park in spaces marked "Reserved." Park in unreserved lined spaces only. No parking is allowed along curbs. Violators are frequently cited and may be towed. Carpooling is strongly recommended.

7. COFFEE MESS. A coffee mess is available in the flag cabin. The cost is $.25 per cup or $1.00 per day. 

8. RECYCLING. NCTSI supports the U.S. Navy recycling efforts and provides containers for aluminum cans and unclassified paper. Please use the designated boxes or containers, and avoid indiscriminate disposal.

9. FIRE. A high-pitched alarm will warn to evacuate the building. Classified material should be secured if no immediate safety threat is apparent. Close windows and exit the building using the nearest exit (quarterdeck or south hallway porch if in the flag cabin).

10. MISCELLANEOUS SUPPORT FACILITIES

a. The Navy Exchange Mini-Mart and the Oceanview Mini-Mall are located at the gate entrance. Breakfast, lunch, and snacks are available.

b. For noontime joggers and exercisers, shower and locker facilities are located in Bldg 57 and a weight room is available in the Fitness Center, Bldg 20.

11. GOVERNMENT QUARTERS. Reservations at the Fleet Anti-Submarine Warfare (ASW) Training Center Admiral Kidd Inn Bachelor Officer Quarters (BOQ) may be obtained by calling (619) 524-5382 or DSN 524-5382, all hours. Reservations for the Naval Sub Base BOQ is (619) 553-9381 or DSN 553-9381.

12. SMOKING. Smoking is NOT PERMITTED within FCTCPAC or NCTSI spaces. Smoking is restricted to outside porches or parking areas away from fresh air ventilation sources.
