1999-2000 Nine elementary schools in AEL's region recently received certificates of merit from U.S. Secretary of Education Richard W. Riley for their outstanding Title I programs. In 1999-2000 the Title I Recognition Program focused on schoolwide programs and targeted assistance projects that ensure all students have access to effective instructional strategies and challenging academic content. Each winning project was recognized for meeting the following criteria:
The schools were nominated by state education agencies and evaluated by an independent panel regarding their effectiveness in raising student achievement levels. The panel examined test scores, grade promotions and courses completed, student self-assessments, teacher and parent ratings, and discipline and attendance. Title I programs use federal funds to help students in low-income areas master the basics of reading and math and move into more challenging subject matter. New Title I methods include keeping schools open beyond regular hours to provide extra tutoring and reducing the amount of time students are "pulled out" of their regular classrooms. As the largest single federal investment in schooling for more than 30 years, Title I provides nearly $8 billion per year to improve education for some 13 million children who attend 46,500 schools with high concentrations of poverty.
