Family Resources/Youth Services Centers
The 1990 Kentucky Education Reform Act provides for centers in schools in which 20 percent of the students qualify for free school meals. The centers' health, social and education services are available to all students and families. Services range from parenting seminars for parents of elementary students to Teen Ambassador and Peer Counseling programs for middle and high school students. Paducah's centers are:

Kids Company I and Kids Company Too! provide parenting classes and workshops, support groups, tutoring, health/mental health screenings and referrals, transportation, emergency referral assistance, drug prevention programs, self-esteem programs, services to GED participants, ADHD summer camp, homemakers' groups and other programs as needed.

KERA-CEL Youth Services Center assists middle and high school students and their families. The Center provides health and social services referrals, employment counseling, job placement for youth, substance abuse referrals, family crisis intervention and recreational activities.

The Center sponsers various educational programs each year in the schools. These programs deal with parenting, homework, drug/alcohol prevention measures, health issues, and study tips to mention a few. The Center is responsible for Teen Ambassadors in the middle and high school. This group performs community service throughout the year and is the drug and alcohol prevention peer group. Another group associated with the Center in the high school is Peer Counselors. This group provides a positive role model to their peers concerning the various issues that face today's teens. They also tutor students that need help with their studies.

Believing a good start can mean the difference between success and failure for some students, Paducah has offered Head Start for three- and four-year-olds since 1965. Eligibility is based on federal income guidelines or disability. The federally-funded child development program involves parents and the community in the education, health and social services offered to the children. Head Start classess are being moved into the neighborhood elementary schools, beginning with three classes at Morgan in 1997-98; more classes will be moved to other schools later.

Free day and night programs are available to city and county residents striving to complete their high school education through the G.E.D. program or the Adult High School. Preparation for entry tests to local community and technical colleges is available.

Helping H.A.N.D.S. (Homeless Awarness Needs for the Development of Students)

Helping H.A.N.D.S. is a joint effort by the Paducah City and McCracken County School systems to assist homeless children and their families. In order to break down the barriers that homeless children face in education, the program furnishes school supplies, clothing, transportation, and tutoring services. The program works closely with other community agencies to ensure that all homeless children and youth have the same right to a free and appropriate public education as non-homeless children and youth.

Extended School Services

Free and available to any student based on teacher or parent referral. Transportation provided.

Title I

Title I is a federally funded program that provides teachers and instructional assistants in Paducah schools. Under the new Title I law passed in 1994, Paducah schools use Title I funds to improve the entire school, focusing on improved curriculum, instruction, and assessment; professional development; and extra help for students who need more time to reach high standards.
